Thief gets his comeuppance thanks to Smartwater

Good News Wednesday 11 April
Sentenced To 22 Months For Stealing Gardening Equipment, Leamington
During the night of Saturday 12th into the early hours of 13th February 2011 a number of sheds were burgled in the allotments in Cubbington. On the afternoon of 13th February aware of the crimes officers stopped a van in Leamington Spa which was towing a trailer that appeared to be full of items of garden equipment and tools. The occupants of the vehicle were arrested on suspicion of stealing the items during a burglary.

A vast number of items were seized, all of which were suspected as being stolen. Following extensive enquiries including appeals for owners to come forward to identify property and Smartwater checks, a significant number of the items were identified as having being stolen from the Cubbington Allotments and other areas in Warwick District.

In July 2011 Timothy Harrington, 48 years old, from Leamington Spa was arrested on suspicion of handling stolen goods. He later pleaded guilty at court to to ten counts of handling stolen property. On 4 April Harrington appeared before Warwick Crown Court where he was sentenced to 22 months in prison.

A number of other items were recovered, which were suspected of being stolen - however police were unable to prove this as their owners could not be traced. The use of Smartwater has greatly assisted in tracking down the true owners, meaning their possessions have been returned and contributing to the sentence Harrington received.

I received an unsolicited phone call today from this company offering me a ‘free’ intruder alarm system worth £1500; their telephone number was hidden until I insisted on knowing it.
This deal was conditional upon a promotional code which she would give me.
The lady persistently avoided my questions regarding the likely monthly cost of their maintenance agreement and went on to offer some kind of cover which may or may not be included in a typical home owners insurance.
They have a website at:-

Southam Ward:
WK-20120418-0323: Coventry St, Southam. Between 7:30pm and 9pm on 18/04 unknown offenders have smashed a large planter and ripped down a hanging basket at the front of a secure property.
WK-20120408-0083: Hodnell Drive, Southam. Between 10am 07/04 and 10:25am 08/04 unknown offenders have caused a large dent to the rear of a vehicle. Persons unknown were heard shouting in the street at approx 5:15am but nothing seen.
WK-20120405-0237: St James Rd, Southam. Between 10:10am and 5:15pm 05/04 unknown offenders have smashed a first floor window. No entry was gained.
WK-20120401-0138: Mill Crescent, Southam. Between 8:30am 31/03 and 10am 01/04 unknown offenders have caused scratches to a securely parked Vauxhall Vectra.


Napton & Stockton Ward:
WK-20120403-0203: Napton Rd, Stockton. Between 8pm 01/04 and 6pm 02/04 unknown offenders have removed a Roller used to flatten grass.

Fenny Compton & Priors Marston Ward:

WK-20120411-0135: Bridge St, Fenny Compton. Over the days approaching 11/04 unknown offenders have removed a 16ft Cambridge Roller. It is though offenders have approached the location via fields.


Harbury & Bishops Itchington Ward:
WK-20120419-0075: Rupert Kettle Drive, Bishops Itchington. Between 8am & 1pm 19/04 unknown offenders have removed a wheelie bin from outside a property.
WK-20120411-0244: Gaydon Rd, Bishops Itchington. Between 10:30am 31/03 and 4:10pm 11/04 unknown offenders have removed a full tank of diesel from a Horse Lorry.
WK-20120408-0228 & WK-20120408-0215: Old Road, Bishops Itchington. Over the weekend of the 07/04 unknown offenders have scratched a VW Transporter and a Citroen Belingo.
WK-20120331-0317: Poplar Rd, Bishops Itchington. At approx 8pm 31/03 unknown offenders have damaged a window to a caravan securely parked outside a property. Owner heard a noise but noticed nothing at the time and then later discovered the damage.
WK-20120412-0099: Hambridge Rd, Bishops Itchington. Between 1pm 11/04 and 10:15am 12/04 unknown offenders have entered a secure unattended outhouse. Nothing was taken.
WK-20120410-0049: Plough Lane, Bishops Itchington. Overnight 09/04 & 10/04 unknown offenders have entered 2 secure stables and removed numerous items.
WK-20120409-0057: Plough Lane, Bishops Itchington. Between 5:30pm 08/04 and 7am 09/04 unknown offenders have gained entry to a secure office and removed a quantity of cash.
WK-20120418-0252: Farley Avenue, Harbury. Approx 5:30pm 2 white males in their 20's were challenged by a member of the public after being seen to act suspiciously looking for scrap metal, they were seen leaving the area in a Blue Ford Car derived Van registration V293 DNT. Nothing was taken and area search carried out by local Officers but no trace found.
WK-20120406-0353: The Beeches, Harbury. At 9:50pm a member of the public called Warwickshire Police to report 2 males jumping over a fence from a property and making off down an alleyway. Officers attended with a Police Dog and a track was found into Leycester Close, but Offenders had gone. No entry was gained to property, although an attempt was made.


Long Itchington Ward:
WK-20120404-0045: Leigh Crescent, Long Itchington. Between 9pm 03/04 and 6:30am 04/04 unknown offenders have removed a Silver and Blue Barracuda Mountain bike that had been left insecure in the front garden.
WK-20120406-0172 & WK-20120331-0088: Green End, Long Itchington. Between 31/03 and 06/04 numerous windows on the Pavilion building have been smashed by unknown offenders. It has been mentioned that youths not thought to be local were seen into the early hours camping on the playing fields and being a nuisance. But this information was only received after the events had taken place. If an incident such as this is occurring then we urge members of the public to call at the time it is happening.
WK-20120407-0097: Southam Rd, Long Itchington. At 2:38am 07/04 2 unknown males have been seen on CCTV to remove 4 brand new tyres and a wheel rim to a total value of £430

Recent Local Incidents


Please be aware of the following incidents which have occurred at rural premises in South Warwickshire over recent days.
Incident 86 of 8 April
During the night of 7 into 8 April, offenders used hacksaws to jemmy open door frames and rip panels off of ourbuildings at a farm premises in Hareway Lane, Barford. The offenders then entered the far house. Several items were stolen.
Incident 103 of 9 April
Between midnight and 8am on 9 April offenders cut the lock off a shed door at a farm premises in Budbrooke, Warwick and stole a Yamaha 250cc motorcycle.
Incident 135 of 11 April
At some point over the last few days offenders stole a set of three 16ft wide Cambridge Rollers from a rural premises in Bridge Street, Fenny Compton. The centre rollers had been taken off the framework and the framework was cut to get the rollers off the frame. The rollers were later discovered at the corner of a nearby field.
Incident 57 of 9 April
During the night of 8 into 9 April offenders force open an office door at a farm premises in Plough Lane, Bishops Itchington, conducted an untidy search and stole a small quantity of cash.
Incident 94 of 6 April
During the night of 5 into 6 April offenders entered a chicken coop at a farm premises in Snitterfield and stole 10 chickens.

What are we planning to deliver and what are the timescales?

We are not specifying any particular technologies for our network– simply that the solution must achieve our targets of 100% coverage at a minimum of 2Mbps and 90% at superfast speeds (over 24Mbps). As a rough guide, 2Mbps will allow you to watch BBC iPlayer without the “wheel” going round or to shop on-line, whereas 24Mbps allows you to use Skype to make video calls and enables other services such as films on demand and the provision of telecare and telehealth.
However, we will not stop there. The 2020 EU targets state that there should be 100% broadband coverage at a minimum of 30Mbps, and 50% coverage at 100Mbps. Therefore we will be requiring that infrastructure delivered through this project should be capable of upgrade to meet the even more demanding 2020 targets.
We now have the Central and Local Government money in place and we are working towards procurement of a private sector partner for the project. We will be allocated a procurement slot by BDUK, and expect that this will be during the early autumn of 2012. This will enable us to have contract in place by the end of this year. There will then be a period for the contractor to carry out technical surveys and to design a wholesale network that will meet our specified targets, and we expect to start rolling out the network during 2013.

Questions & Answers

I’ve already filled in a questionnaire or written a letter to my local council, why do I need to complete your survey?
All Authorities across the country will be going to procurement at the same time. Bidders will go where there is highest demand, and therefore the highest return on their investment. Some areas have over 16,000 responses (having started this process before we did). We currently have over 4200 responses, so there is a long way to go if we are to attract a good tender response, and only a short time to do it in!
Can I get funding for my community broadband scheme?
Possibly, although it would need to be part of the wider delivery plan for the sub-region and would have to be a wholesale network – in other words open to any ISP to use to deliver their services. It would also have to be a new-build as retrospective funding is not available for work that you have already done. The network that we are commissioning will benefit community broadband services by both increasing the availability of and lowering the cost of backhaul (the connection from the community to the Internet). For more information please emailbroadband@warwickshire.gov.uk giving as much information about what you are planning to do, area covered etc. All information provided will be treated in strictest confidence.
I am in an urban area and have poor broadband – what can you do for me?
Although our funding is primarily targeted at rural areas, you should still register your demand by completing our surveys, and encourage your neighbours to do the same. If a commercial provider can see that there is a high demand from a particular area, and that it is relatively easy to reach (as is the case with most urban areas) then they will be more likely to prioritise that locality in their normal roll-out plans. Remember – wherever you are you will need to show evidence of demand in order to get an improved service
Why will it take so long before you start to deliver?
We have a lot of work to do to prepare for procurement to get it right and that takes time. The actual procurement also has to follow a strict legal timetable. Once the private sector partner is appointed they will start the design work for the network and this will be evaluated and then the work can start to roll-out the solution.
What can I do to help my village?
There are a number of things you can do.
  • Firstly, make sure that you have completed both of the surveys athttp://www.cswbroadband.org.uk/
  • Secondly, register as a champion for your area, or find out how you can help your Local Broadband Champion
  • Thirdly, make sure that your friends and neighbours all complete the surveys (the higher density of responses from an area the higher priority it will be given)
  • Finally, contact your Parish Council to make sure that they are aware of the project and are taking an active part in the process
What can my Parish Council do to help?
Parish Councils can help in a number of ways:
  • Become Champions, or work with your local Champions
  • Publicise the project in your parish magazine/newsletter (we can provide regular copy for this)
  • Hold a parish meeting to explain the project (we can provide materials for this)
  • Deliver information and questionnaires to every household
  • Offer an incentive for people to complete their questionnaires – high levels of return have been noted in areas where a prize draw is offered, say £50 first prize, £30 second prize and £20 third prize to be drawn from all questionnaires completed electronically / on-line by a certain date
How do I know if there is a Champion for my area?
We will shortly be publishing a map on our website showing the locations that already have Champions. Just because there is one person for your area doesn’t mean that they don’t need help – in fact they almost certainly will! Drop us an email to broadband@warwickshire.gov.uk and we can register you as a champion and put you in touch with others who have already registered for your area.
How many registrations are there for my area?
We will be publishing an interactive map on our website. To protect the identity of individuals it will only go down to postcode level, but you will be able to interrogate the data to see how many people have registered.
