29/06/2011 Cold Call Credit Agreement Warning

Warwickshire Trading Standards is warning householders to beware of unsolicited phone calls from as yet unidentified people offering to cancel credit agreements using a change in the Consumer Credit Act 1974. The callers are reported to be asking consumers for their bank account details and when challenged, refuse to give their names and put the phone down.

Trading Standards Officers advise consumers that they should under no circumstances provide any personal or financial information to people who make unsolicited calls to them. If you think a call is genuine, ask to phone the business back on a publically listed and verifiable telephone number.

It is unclear that this stage whether the calls originate from debt management businesses or are simply crude attempts to steal personal or financial information which could then be used for fraudulent purposes.

Consumers requiring advice or wishing to complain should contact Consumer Direct on 08454 040506.

Advice on managing debt is available from the Citizens Advice Bureau, telephone 08444 111 444 for options (England) and from the National Debtline, telephone 0808 808 4000.

29/06/2011 Aggressive Insurance Mis-Selling Calls

Warwickshire Trading Standards has received information from consumers concerning the aggressive practises of some companies offering to claim back mis sold insurance, usually payment protection insurance (PPI).

One householder received a cold call (on the telephone) from someone asking him if he had been mis sold any insurance and whether he had paid for the insurance using a credit card . The householder said he was not interested and put the phone down, but the caller phoned back again immediately and used more aggressive language. The callers number was unobtainable.

Seeking compensation for mis-sold insurance is perfectly legitimate, but Warwickshire Trading Standards Service advises consumers to seek expert advice from organisations such as the Financial Ombudsman Service, before embarking on any claims and not to provide personal or financial information to a cold caller.

29/06/2011 Bogus Parcel Delivery Claims

Warwickshire Trading Standards has been alerted to an email scam involving a bogus parcel delivery service. The names of well known parcel delivery companies are fraudulently used on the bogus emails which claim the email recipient is about to receive a parcel in the post and is requested to provide personal and financial information in order for delivery to take place.

The bogus emails are sent by criminal gangs, intent on stealing your personal or financial information. Never respond to such as email or click on a link or open an attachment contained in it. By doing so, you also risk infecting your PC with a virus. Delete the email immediately.

Cold Callers deserve the cold shoulder - use a door-chain and don't sign anything


23/06/2011 Energy Hard Sell Warning - South Warwickshire

Residents have complained to Warwickshire Trading Standards after receiving underhand approaches by on commission door to door energy sales people wanting to switch them to another gas or electric provider.

One resident reported that a caller representing an energy company had first claimed he was there to 'read the meter'. When the householder challenged the caller (as the caller did not represent the householder's own provider), he then said he had been sent by his head office because the householder had been 'over-charged'. In reality, the caller was looking for ways to get the householder to agree to switch his supplier.

Some door to door energy sales people have been known to make misleading statements and use underhand sales tactics to get householders to change their supplier.

Whilst changing energy supplier is a straightforward process, consumers who are unwittingly switched on the doorstep, may end up paying more for their gas or electricity than they were already doing.


The cost of energy varies widely between suppliers, depending upon how much you use and how you pay. Rogue energy sales people are only interested in signing you up to their company and earning commission, they don't care if you end up paying more for your energy.

Warwickshire Trading Standards advise consumers to shop around for the best energy deals. Don't change your contract with the first person who comes to your door, whatever they say. Use a price comparison website to find the best deal.

21/06/2011 'Air Ambulance' Collection  Warning

Warwickshire residents are warned to beware of a clothing collection bag which displays an air ambulance, but which does not appear to be associated with the air ambulance charity.

Warwickshire Trading Standards advise the following: Many charities now ask householders for old clothes and other items, which can be sold for charitable purposes. However, not everyone who comes to your home, or drops in a plastic bag is operating on behalf of a charity. Some collectors will be businesses, asking for unwanted items which can be sold for profit. If householders want to ensure that their donations are going to a genuine charitable cause, they should always look for the charity number which should be printed on the flyer or collection bag. Alternatively they can give direct to charity shops or use clothing banks instead.

21/06/2011 Windows 7 Bogus Claims Scam

The Trading Standards Service has received reports that PC users have been contacted by someone claiming to represent Microsoft (by phone, unsolicited) to say that there is a serious problem with their Windows 7 operating system.

The caller then asks the computer user to turn on their machine so that the fictitious problem can be rectified.

Trading Standards are advising PC users that this is likely to be a scam or similar underhand sales technique, perpetrated by a third party. Microsoft will never make an unsolicited (unexpected call) to fix your computer.

It is possible that these calls are from some one who may want to gain remote access to your PC. Giving access to someone you don't know could lead to your PC becoming infected with viruses and other malware, or your personal or financial information being stolen and used fraudulently. Or you may have software downloaded on to your PC or 'work' done for which you may then be asked for payment.

1.        If you do think there is some thing wrong with your PC contact a local repair service and go on recommendation

3.        Never allow anyone you don't know or trust to take control of your PC
4.        Never download any software on to your PC if you are not certain what it does, where it comes from and that it is safe
5.        Never give your credit or debit card number to anyone who you receive an unsolicited call from - they could be criminals and                 could steal your card details.

From a resident of a nearby village:
I received a letter yesterday from Talk Talk saying that as I had requested a move to another service provider they were treating this as a cancellation notice and my account would be terminated in ten days. Having phoned Tiscali this morning I have been advised that another provider has reqested an unauthorised cease also known as "slamming". If I hadn't called then my account would have been terminated next week.

Local Card Scam

Beware of strangers bearing maps!

Morning everyone, just wanted to let you know to be very careful with your bank cards and be aware that there is a gang of bank card thieves working in Banbury at the moment, I unfortunately fell victim to them yesterday. 

I was in Morrisons after finishing work, did a bit a shopping. When I got home I went in my purse (fortunately) and found my Debit card was missing, thinking I had been very stupid and either left my card in the card reader or dropped it in the store I phoned the store was told it hadn't been handed in and after numerous phone calls to Bank, police and manager of Morrisons found out that I had been scammed, apparently what they think happened is someone in the store somehow watches and makes note of your pin number ( I believe they call it shoulder surfing) then I was approached in the car park by an eastern European lady, with a huge map of England asking if I could help her with directions to BRADFORD of all places, whilst I was distracted someone else went into my handbag, taken card out of my purse, put my purse back without me realising a thing and away and within an hour had relieved me of £400 luckily I noticed it was gone fairly quickly otherwise they probably would have wiped me out completely, After speaking to the Manager at Morrisons he informed me that the gang were also targeting Sainsburys. So please be very careful with your pin Numbers, be aware of people standing too close and if a strange women with a huge map asks for directions just get in your car and go. Sorry for the long story but don't want anyone else to go through it, I will get the money back but its just the shock and the aggravation and Im feeling really stupid, Gullible and very angry.

These people are very clever and pray on people. I must have MUG written across my face :) Im sure they have probably moved on somewhere else now but please take care wherever you use your cards.

Two males of middle eastern origin, wearing hi-vis vests have been seen looking in skip's and sorting through the skip's.
Unknown if any items have been removed with owners permission.

Trading Standards Update - Business 'Invoice' Scam

Warwickshire Trading Standards are warning businesses and organisations to beware of a business advertising 'invoice' document.

Businesses have reported receiving documents that appear at first glance to be genuine invoices for advertising on a company listing website. The 'invoice' document states a charge over £250 and uses language that gives the impression that the recipient business has already agreed to buy the service, for example by stating a payment by date. Only in the small print at the bottom of the document does it state that the letter is only an invitation to place an advertisement and not a request for payment.

Advice to horse owners following reports of suspicious activity

We are advising horse owners to be vigilant and report anything suspicious, following reports of horses manes being plaited and horses being marked whilst they out at grass.
Rumours are circulating in both the press and on internet forums that this could be in preparation for their theft.
There is clearly a great deal of speculation around the matter, and it remains unclear whether these reports are as a result of criminal activity and trespassing or whether the horses in question have rubbed their manes, if the wind has caused the plait like tangles or if children have been involved.

07/06/2011 Bogus Officials Offer Council Tax 'Refunds'

Warwickshire residents are warned to be on their guard against bogus officials offering council tax 'refunds'.The fraudsters operate by ringing or texting residents claiming to be from the local council, valuation office or some other company which deals with changes to Council Tax banding.

They suggest that the resident is due a council tax 'refund'. They will then ask for personal and bank details to allow them to process the 'refund' or provide a telephone number for residents to ring to provide this information. This information can then be used for fraudulent purposes.

Any Warwickshire residents receiving such a contact are advised not to give out any personal or financial information and to end the call as quickly as possible. It has been reported that some callers can get aggressive and ring back if you put the phone down, but this is all part of the scam to make you act as they want.

Rural Crime Update for May from Northamptonshire Police

Welcome to a rural crime update from your local Wildlife and Countryside Liaison Officer, PC Claire Salmon. We have been working hard to tackle rural crime across the county with some positive results.

A Yamaha Big Bear quad has been recovered after being spotted abandoned some distance away from where it was taken, and three people have been arrested for the theft of lead from roofs.

However, the variety of items being targeted is increasing.

Recent items stolen for their scrap value include, lead flashing from church roofs and other properties, metal garden gates, metal fencing and batteries from caravans.

Other incidents reported in May include theft/attempted theft of:

o 2 telehandlers and a Ford tractor with front loader and rear bucket attached
o 2 excavators
o Benford dumper truck and bulldozer
o Hayter Countax ride on lawnmower
o Green Kawasaki 360 quad bike
o Hay bob
o 2 bowsers
o John Deere straw chopper and a verge cutter attachment
o Set of yellow and red Michael Moore 6 metre cambridge rolls valued at £3,000
o Welder, chainsaws and strimmers
o Honda pressure washer worth £1,300
o 2 electric fencing energizers
o 2 pallets of 8’ and 10’ fencing stakes with a marker of WB210 on the tops
o 9 head collars and lead ropes from outside a stable
o Poultry equipment valued at £3,500
o Selection of trailers

Theft of fuel is a constant issue with prices increasing. Recent examples include large quantities of diesel from vehicles such as tractors and lorries whilst in storage on farms.

Several reports have been received about damage to fences and crops that have been driven over to either commit or potentially commit a crime.

Rural thefts can incur extensive losses and inconvenience. Please report any suspicious people seen on or around your property, especially circumstances where there is evidence that someone may have driven across fields and/or crops as this may be a precursor to a crime to either yours or a neighbour’s property.

Stolen JCB and digger driven from secure farm compound with the keys that had been left in the ignition. JCB was abandoned a short distance away and recovered.

02/06/2011 Driveway Scam

Householders in Stratford upon Avon are warned to beware of door to door rogue traders offering ‘sealant’ services for driveways and patios. One consumer paid £200 to have her driveway ‘sealed’. The traders used the householder’s own hose pipe and brushes and made a terrible mess which they failed to clear up. The owner signed a contract on the doorstep and no cancellation rights were provided, as door to door traders are legally obliged to do.

It is not clear what, if anything, they sprayed on to the consumer’s driveway and the Birmingham address they provided was mail box accommodation address, making the traders very difficult to trace.

02/06/2011 Alliance and Leicester Bogus Email

Computer users are warned to beware of another spate of spam phishing emails. The latest bogus email claims to have been sent by the Alliance and Leicester and warns recipients that ‘irregular’ activity has been discovered on their account. The email asks them to verify the activity before they can continue to use their account or the account will be suspended.

These bogus emails, which are sent at random by criminal gangs, hope to scare recipients in to revealing their personal or financial information by tricking them in to clicking a link on the email which would take them to a bogus website.

Never reveal your personal or financial information in an email or click on any links in suspicious emails. If you think an email from your bank is genuine, contact the bank on a publicly listed phone number.



02/06/2011 Bogus Caller Kenilworth

Warwickshire Trading Standards has received a report from a consumer about a potential bogus caller in the Kenilworth area.

The caller asked the householder if she was ‘on electric’. She then asked to read the meter and the householder agreed to meet her at her side gate. When the householder did so the caller had disappeared.

The caller did not leave a name or show a badge.



02/06/2011 Householders Warned Again About Illegal Electricity Top-Ups

Householders who use electricity prepayment meters are continuing to buy half price electricity top-up keys for cash on the doorstep, not realising that they will end up having to pay twice for their electricity.

Criminal gangs are cloning electricity meter top-up keys and selling them door to door for half their normal costs i.e. a £50 top up for £25. Householders are buying them in the false belief that they will save money. However, energy companies detect when they have not received payment for electricity used. As the energy credit is illegal any customer buying top-ups on the doorstep will end up paying twice, first to the criminal and then to their energy supplier.

Energy companies and Consumer Focus, the consumer watchdog, have reported that up to 85,000 households across the UK have been affected by the doorstep scam.

Some sellers may falsely claim to be electricity supply company representatives offering 'special deals' and 'discounts' in order to sell the bogus cards. However, genuine companies never sell electricity top-ups door-to-door.

Warwickshire County Council Trading Standards Service is urging Warwickshire residents to only buy electricity credit through official channels (recognized PayPoint or Payzone shops or The Post Office).

The fraud involves only electricity, not gas, prepayment meters.
